Is there anyway I can give the player more "hunger bars" to have to fill up? I know how to do this for extra hearts, but I don't know how to do it with the hunger bar. This is how you do it for extra hearts:
/effect <target> 21 <duration> <amplifier>
The food level increases first. That's all there is to it. Here's a piece of code from FoodStats.java, courtesy of the Minecraft Coder Pack:

foodSaturationLevel = Math.min(foodSaturationLevel + (float)foodIncrease * saturationIncrease * 2.0F, foodLevel);

As you can see, the food level is increased first. Then, the saturation level is added based on the new food level value.
Therefore, waiting vs constant top-offs will probably have little effect on your food's efficiency.
In my experience, sprinting while jumping around depletes the hunger bar more rapidly than anything else I do. This is confirmed by this Exhaustion Level chart taken from the wiki:
NOTE: Any action not listed here will not increase exhaustion level. For example, the player can travel several days by boat and the food bar will not decrease.
Food poisoning seems to work rather effectively as well, so chow down on all the Rotten Flesh and Raw Chicken you can find for additional exhaustion while you sprint and jump around like a madman.

No. In the miecraft code it says that the player can ONLY have 10 "hams" (hunger bars) but you can add saturation buff to prevent the hunger from going down.
