Some people claim you can get the pokémon that are not in your region from eggs. Is this only a rumour or actually true? I've seen off-regional pokémon in gyms nearby but I can't rule out that the owner had been abroad or maybe even used location spoofing.

When you encounter a pokémon, one of the icons that appears will be labelled AR. AR stands for Augmented Reality. Simply select this toggle to turn it on or off.
This took me a while to notice, but when in its 'off' state, pokémon go plays in a pre-rendered scene, as opposed to using the camera and gyro.
In laymans terms, the pokémon will always be straight in front of you. You do not have to move the phone around sporadically in order to keep the pokémon on screen, and can play pokémon go as if it was a typical phone game.
- Farfetch’d > Asia
- Kangaskhan > Australia
- Mr. Mime > Europe
- Tauros > North America(*)
Several communities confirmed those (including The Silph Road), Niantic didn't.
(*) South America is likely to have Tauros as well. This has been posted on Reddit several times (Tauros apparently got caught in Brazil), but not enough to confirm this as true. Feel free to update this once there's proof. Until then this stands as Tauros is for North America only.

Silph Road reported in their Study #6, published 2016/12/29, that regional Pokemon are no longer available from eggs. The study examined over 1600 eggs. It also includes a quote from John Hanke, Niantic's founder and CEO, saying that even when they were available, the eggs could be found only within their regions.
