Sometimes there are these "rustling" green leaves on the map. It is believed that this is a spot, where pokemons may be located.
Is it known with what probability a pokemon can be found there?

The current maximum is 3000 for Pokémon storage, and 2500 for item storage.
Originally, it was 1000. As others have also, I fully upgraded mine. I can also confirm that the price stayed the the same for every upgrade purchased to the maximum.

Is it worth maxing Pokemon storage? It really does come down to this: for most people, this is NOT necessary. It simply fits the way I wanted to play Pokémon GO. I am not interested in having the highest CP Pokémon or battling Gyms for the time being. I simply enjoy playing "my way", I don't see the value of maxing out Pokémon Storage for 99.999% of players.

- In May 2018, max capacity for items was increased to 2000.
- In July 2019, max capacity for Pokemon was increased to 2500.

The rustling leaves usually indicate that there are pokemon near that area. Going and walking around near that area gives you a higher chance to encounter Pokémon.
Keep an eye out for rustling leaves, hinting at where critters may be lurking and simply hang out in a suspected region for the increased chance of an encounter. - Source
Therefore, the reason you don't always see Pokémon in rustling grass is because there is only a higher chance to encounter them there and not a guaranteed chance of encountering them. You just have bad luck when you don't encounter them.

In a perfect gaming environment, 100%. That leaf thing is supposed to be a natural law.
However, in current server overload conditions, data isn't pushed often enough for the animation you're seeing to be connected to the dynamic movement of the Ps. Refresh often. Did you just see the server gear load? If so, and you still see rustling, it's going to be within about 25 meters at the outside most of the rustle, usually more like 10. If you're on top of it and no pop, reload. Fastest way to get a server push us to deliberately lose signal by letting the phone sleep and then wake it up. The top of the screen will say the data connection was lost and it will refresh and serve you the most recent data for your loc. Or relaunch the app.
Stale data is a problem atm.
