I built a couple of up/down stairs in DF by mistake, how can I remove them?

tzenes answer is strictly correct. There is however no way in the game to see a list of all dwarves with a specific labor enabled (ie: mining). You must iterate through all your dwarves to check.
However, a custom utility called Dwarf Therapist has been written to allow you to do exactly what you want to do.
So from what I gather is that you want to create a specific map or decrease the temperature on an already created map. I don't know the latter but I can help with the former:
- Open up DF
- On the main screen select Design New World With Parameters
- Select one of the presets and press the e key
- Scroll down till you see the following (should be the second page):
- Change the Maximum Temperature and Minimum Volcanism values
- good values for Temperature are ~45
- good values for Volcanism are >50
- Finally, to ensure a good Taiga you'll want to play with the Rainfall parameter.

This depends on how you built the stairs.
If you designated them and a miner constructed them, you can designate the stairs with "Remove Up Stairs/Ramps" d-z
If you constructed them in the build menu, you want to designate the stairs with "Remove Construction" d-n
