Steam – How to stop Dota 2 Workshop tools download

I have mistakenly clicked the download Dota 2 workshop tools button inside the game. Now it is downloading 5GB of content. I don't want to download this. So I canceled the download from Steam. But after a Steam restart, the download is starting from the beginning and each time I have to stop it manually. Is there a way to stop this completely? Thanks in advance.

EDIT:

I have tried clearing the download folder and clearing the app cache folder. Both do not work.

select your game in steam, go to parameters, DLC tab, and uncheck the workshop tools to download.

In your library list, right click on the game you wish to cancel the download for and click 'Delete Local Content'. This will remove the data that has already been downloaded and remove the game from the download list.

I noticed that the files and folders that were direct sub-folders of downloading were numbered.

state_17585_17581.patch
17585/

These correspond with the steam app ID's of the games that don't exist on my system (17585).

There are no other files which leads me to believe that this is just a bug in Steam (because it is cleaning up files for games I do have).
I.e. it will clean up downloads for games that it knows about, but any other files it may have put there will not be removed if the game is deleted.

I deleted the files, restarted steam, and nothing adverse happened.
