When you message someone on Steam, there usually is a tag at the bottom of the window when the last message was received. What does it mean if that doesn't show up? I've messaged a friend who is online, but that tag doesn't appear. What does that mean?

Yes you can re-gift steam games, as long as you accept them as gifts into you inventory, not activate them for yourself.
Games won't expire, but some items do (e.g. Coupons, beta access). Items that will expire say right in the description how long until they do. My coupon for 50% off Duke Nukem says

A reliable way to contact another user who is not a friend is to get into a small group with them. If he's not part of any small groups that you can join, you can create a group and invite them to the group.
Then you can navigate to the groups under your friends list and start a chat like you would with a friend.

"Last message received" actually refers to the time that your friend last sent you a message, and has nothing to do with them receiving your message.
