The name of the game is Galactic Alliance.
Though it doesn't appear to be purchasable in the Microsoft Store, it can be purchased for the iPad. Additionally, the sequel, Galactic Alliance 2, was released for the iPad in 2012.
Via a reverse image search of this piece, I found the game.

I'm pretty sure the song used in the trailer was just made to stage the trailers performance. But to be honest this isn't the first time La Tale made tight ass songs for their trailers and not release em.
