I'm trying to play Watchdogs, however, EVERY time I try and open Uplay it crashed, I've tried reinstalling, restarting my PC, restartinig my PC between each step of reinstalling Uplay and everytime it crashed on logging in. Is this a current bug or is this actually fixable?

Uplay is Ubisoft's (very lightweight) social network service for Ubisoft games. At the moment, it only tracks achievements and offers special unlocks & rewards for certain games. This is the closest I could find to a FAQ for the service. If a game uses Uplay, it is often built into the game, so there is no separating the two. However, you don't have to use it if you don't want to.
As for DRM, that is usually a separate module in the game itself. As I recall, several titles have had the always-on DRM patched out after a few months. As for the data collection, the little bit you are talking about is less than a drop in the bucket compared to what some other personal computer games will send off to the developers.
As far as i know, there are not many things that change your profile related to your level, but i managed to figure out something.
So one of the features you achieve is the possibillity to choose more badges on your Uplay profile.
What also might be a little but not really important benefit is that you are on the top of your friends list if you are the highest level of your friends, which is kinda normal. (If leaderboard order is selected)
These are the only things i found on Uplay which are related to the level yet. The currency of UPlay is Units, you get them while playing (XP too) and spend them for games or discounts. The Level system is just to show your friends the progress on your games and how much you played them. It is not trying to give you benefits like Steam does.

Here's what I found on the Steam forum, it seems to be working for quite a few people:
UPDATE: I just used this method to use uPlay, and it worked! Just a quick note, when you first launch the game through Steam it will say it is installing uPlay. Just let it run, and it will end up launching and likely will not need to update itself
