In the upper-right of the screen during missions, one of the buttons is labeled "toggle command range". When I click it, it makes the cloaking/uncloaking sounds from XCOM:EU, but as far as I can tell nothing else happens.

This tech tree, compiled and created by MenhirMike, shows which reseearch as well as building facilities need to be have completed before getting a certain piece of tech. The latest update fixes a lot of the incorrect research requirements and also adds the different requirements needed across all difficulties.
The color codes are as listed:
- Black: Missions, actions or item drops in the game
- Red: Research
- Purple: Proving Grounds projects
- Blue: Items
- Green: Buildings
- Orange: Stuff related to the Main Quest
- Stuff marked (r) is repeatable
- The attack is only triggered by enemy movement. Moving on your turn will not trigger Bladestorm (unless your move causes an enemy to move, such as a burrowing Chryssalid).
- No, only the movement will trigger Bladestorm. I've had an Andremedon move past my soldier (triggering Bladestorm), then in a separate action, make a melee attack. The attack was not responded to by my Ranger.
- They happen immediately, usually before the enemy gets to take their action. This is very useful against, e.g. Stun Lancers, which will move into attack range but die before they can actually make an attack. Some enemies, such as Faceless, have a melee range larger than the Ranger's, and don't actually have to move close enough to trigger Bladestorm to attack. (It seems there may have been a recent patch affecting this; it's possible for Bladestorm not to trigger until after the enemy gets to attack.)

You have the leadership mod installed.
Basically, once you have the Guerrilla Tactics School constructed, you'll be able to upgrade it at further cost and Energy usage. You'll then have a slot where you can put one soldier at a time to train them in Leadership abilities. Much like regular class abilities, you get to choose between two each level. Note that you only gain leadership ranks for kills, not for completing missions, so your leader is going to have to get some wetwork done instead of just hanging back and letting everyone else have the fun. Also, you can only bring one soldier with leadership training in any given squad.
Around half of the leadership abilities mention a "Command Range" - an area around your leader where any of your other soldiers get the bonuses that ability mentions. The toggle you're seeing creates and disables a visual for that range - a transparent green wall around your leader.
If you don't have any soldiers trained in leadership, the button does nothing, because there is no one giving off the Command Range aura.
