As of version 1.1.1932, there are 26 cutscenes. Scenes are triggered by dropping off unique characters with the '?' in the elevator to a specific floor [as also mentioned in an answer per this question].
A prime example is delivering the sticky buns Leia to the interrogation floor.
You can view your cutscenes anytime by going to your album and selecting the cutscenes tab.
You can deliver a bitizen to any imperial level at any time they are in the elevator. If that imperial level is currently under construction, or it is making an item (filling an order), it will result in the wait time until completion being reduced by 1 minute.
As for the bitizen, the normal thing is the bitizen is gone forever (unless it is a special bitizen such as Luke or Leia or C3PO). This is the same fate as what happens to any bitizen "shopper" or residential visitor to your non-imperial levels.

I haven't noticed any changes in the game, no matter how many times I've changed someone's clothes.
But, I use their appearances to memorize their locations. It really helps when you need to find a bitizen for Bux or you do something with their jobs. I dress them up in such a way to create an association in my mind with the level they work on.
For example, all my bitizens in Rebo's Karaoke wear earphones, all Ithorian Food workers are dressed in orange/red. I have 80 bitizens, and I have memorized at least 80% of them.
On the downside, once you customize them, you can get a bit carried away and become attached to them, so evicting them gets very painful. :(
