Looks like this limitation is clearly documented.
One workaround would be to maintain a custom field (may be a picklist or a Boolean ) and trigger off based on that and publish an article based on the custom field value.
If you are on classic lightning this would mean a field on Evey article type and hence lightning migration might be something to plan.
This adds some custom work and maintenance but if business needs this functionality worth a try.
You cannot attach an article from the search result dropdown as you're typing as your screenshot shows.
You can attach articles using the dropdown next to the articles from the search results when you complete your search.

Agents can attach Knowledge articles to cases and remove articles from cases using the dropdown next to any article.
As such, you need to do the following:
- Type your search string
- Press enter
- Now the search results display instead of the "Suggestions"
- Click dropdown on desired article & select "attach article"

Workflow rules and approval processes apply to the “Draft to Publication” portion of the article publishing cycle. Approval processes aren't available for translation or archiving. When an article is published from the edit page, the article is first saved and then published. Workflow rules apply to the saved draft article but not the published article.
