Especially as an AD Carry in bottom lane. It's really difficult to understand how/why/when to do it.

Assuming you are the mid lane, you should gank top and bottom lanes more frequently than if you had a jungler, the following are just general guidelines to bare in mind before/during/after ganking.
Before
- Make sure mid lane is not pushed and that either enemy mid lane pilled back or you killed him.
- Check both side lanes for enemies overextending and being below half health.
- Either ping and type in chat your intention to gank, if possible ask whether the side bushes are warded, this will save you time and lost exp/gold from minion kills.
- Depending on the champion you are playing you will most likely need to be at least 6 to make use of your ultimate.
- Make sure you have your summoner spells not in cooldown, successful ganks can be determined on this, wise use of ignite/exhaust and ghost/flash to catch up will almost guarantee a kill/assist.
To answer one of your questions determining when is early or late, usually mid towers are taken down in 15-20 minutes of gameplay, you should not gank if you are going to loose mid tower as it is the most important tower you have, therefore taking into account the things I mentioned above too early would be not having more than one of the aforementioned; as simple as it is, too late is whenever the side lane towers were taken down and you had the opportunity to gank.
During
- Make sure you and your teammates focus the weakest/most important target.
- Do not tower dive if the gank is most likely to fail, it is not worth to get 1x2.
- Do not ignore minions during the gank, specially if you are below 1/4 health! Beware of the purple caster minion (Specially during early game)!
After
- After a successful gank from mid, you can either push the lane you just ganked in order to get the tower gold and experience, this should be done if you can be aware that a counter gank is not going to happen and also if mid lane is not being pushed.
- If you are not going to push the tower, you should leave the lane for your teammates to farm gold.
- If you ganked bottom lane and if you and your teammates have the appropriate map control you can all get dragon, it gives global gold as taking a tower does, but it is worth more during early/mid game.
At what time do i expect a gank?
Expect a Gank anytime when you see the lane not being pushed and 1 or more of the enemy champions missing in action, expect a Gank whenever the enemy lane becomes over confident being below half health, meaning you are being lured into a trap. Expect a gank when killing enemy Blue/Red and whenever killing Baron and Dragon.
Best Counter gank: Proper warding of the map
Lane Properly:
Talon is very good at farming. Level up his rake(W) as fast as possible to 5. This can essentially one shot a minion wave. Many people at lower levels do not understand the importances of balancing harassing with farming. Farm up well early game, dominate late game.
If Talon is laning with a partner, choose a partner with good crowd control. Talon can easily harass with his rake while still farming. Just use it while the enemy is standing by the minions you are trying to kill. When an enemy is low enough, get the partner to stun or snare and you can cutthroat in and use to burst to bring down the enemy. Note that cutthroat will not only increase your damage but silence the enemy so that they cant ghost/flash or use one of their spells to escape before you kill them.
If talon is laning top solo, once again focus on leveling up rake and farming with it. But with talon being alone he can harass more aggressively by using cutthroat to silence the target, use your skills and run away before the silence ends. This usually results in you dealing a lot of damage to the enemy than they can retaliate with.
When to engage:
I assume you mean in a teamfight. There are two ways to play talon in teamfights. The first way is to play like a normal assassin and stay behind your team hidden. Only when the team's initiator(tank/offtank) go in and the fight has started so you go in and focus their ap carry. I say this because talon has a silence which will prevent their ap carry from doing any damage.
Another way to play him that most people are usually reluctant to do is be the initiator. This will work really well if the opposing team does not have too many stuns and/or do not have oracles. You basically cutthroat into their ap carry and immediately ult to stealth. This will cause them to immediately switch to another target(preferably your tank/bruiser who has come in by now). A benefit of this is, you get to damage everyone with the beginning of your ult AND the end of your ult.
Build:
Talon is as I've said before a burst assassin. He bursts and then runs off. So if anyone ever tells you to built attack speed on him. DON'T. Build pure AD and armor pen on him. You shouldn't have to stay and autoattack because any tanky AD DPS can kill you in a toe to toe fight
I would start with dorians blade first. At first recall, hopefully enough gold to buy a pair of boots and the brutalizer. Next built the boot into Ionian Boots for the CDR (Once again berserkers's attack speed is less desirable compared to CDR where you can burst more often), and start of the blood thirster. Then i would finish the brutalizer into Youmuu's GhostBlase and bloodthirster. Afterwards i would built last whisper (that 40% armor pen is OP!) Infinity Edge and Another Blood Thirster to finish.
Runes: When runing a champions there are two things to keep in mind. Do you normally have trouble early game and would like a early game advantage or do you do well early game and want to have runes that scale really well into late game.
If you do not do very well early game and need all the advantage you need, then build flat AD Marks. But if you do well and want runes to scale better late game, built Armor Penetration Marks.
For Seals, I would take flat mana regen(replenishment) because talon is pretty mana starved early game if he wants to farm well and still harass.
For glyphs i would take flat cool down reduction.
And for Quintessances, i would take Armour Pen.
Masteries:
With the new change to the mastery trees, assassins like Talon can rejoice! I won't tell you exactly which to put points into but focus on the offensive tree for assassin champions like talon who focuses on burst.
Summoner Spells: The two I would recommend is: Ignite and Flash. Flash is of course one of the most powerful summoner spells there is. This can be used both offensively and defensively. If the enemy is just out of reach of your cutthroat and you can't jump to them for the finishing blow, flash will close the gap between you. Or defensively you can use it to create a greater gap between you and your enemy OR flash over a wall. You do not understand how many times that has saved my life.
Ignite's DOT and his Q's DOT does a surprising lot of combined damage. In addition ignite will reduce the amount of healing the opponent have/gets. So if you are laning against someone with heal or a lot of life steal, ignite will make you laugh gleefully as they die because they can't heal themselves from your burst.

It really depends on the matchup.

As a rule of thumb for lanes that are not kill lanes:
Long Range vs Short Range AD You want to auto attack him whenever he tries to last hit one of your caster minions and is in a range where you can hit him but he can't hit back. You can be a little more aggressive if you have a skill/passive that does more damage - like Caitlyns Headshot or Ashes Volley - but just move into his range, get the shot off and go back again.
Don't go for direct engagements as most short range ADs have better burst than the long range ADs. Go for the long term, it's better to hit him 5 times over 30s without taking damage instead of going in, hitting him 10 times in 10 seconds and you both being at half health.
Short Range vs Long Range Whenever the opponent used a burst skill, for example to clear minions, go in and do as much burst damage as possible. Once your burst is over, get out and continue to CS. If the opponent doesn't use his skills for CS - which means he actually knows what he is doing - coordinate the bursts with your support, for example with Jannas shield, Alistars combo, Sorakas Silence, etc. You need to have a hit and run mindset.
Long Range vs Long Range Whenever the opponent tries to last hit, shoot him. He can either get the last hit or shoot back, which means it's basically a lose-lose situation for him. Try to get an eye for those situations so you can see them as often as possible while not falling for them yourself.
Short Range vs Short Range Try to get a feeling for the opponents cooldowns. Once the opponent used one of his skills, go for the trade since for a short duration you will be able to do more damage than he can do. Go out before his skills come out of cooldown.
Other factors to consider:
There are still a hundred more factors to consider for every duo lane matchup but this should give a good rule of thumb.
